Migrating public folders to Exchange Online: Doing it right the first time

Public Folders have been a part of Exchange since 1996, and thanks to customer demand they are not going away anytime soon. As more customers migrate to Exchange Online in Office 365, they are finding out that the migration path for public folders is not always as straight forward as you would expect. For instance, Microsoft currently does not provide a direct path to migrate from modern public folders to Exchange Online. Additionally, Outlook for Mac or Outlook on the web users that have been migrated to Exchange Online will not be able to access legacy on-premises public folders. What should be done in situations like these?
